The European Endowment for Democracy (EED) is an independent, grant-giving organization established in 2013 by the European Union and EU member states. Our primary mission is to support actors of democratic change in the European Neighbourhood and beyond. Many of these individuals and groups face significant obstacles in promoting democracy, human rights, and the rule of law, often operating in restrictive or even dangerous environments where traditional funding mechanisms are inaccessible. We understand the challenges faced by journalists, bloggers, non-registered NGOs, trade unions, and fledgling pro-democratic movements, especially when they operate in uncertain political contexts. That's why EED was created as a complementary mechanism, designed to provide fast, flexible, and adaptable technical and financial support. Our ability to respond rapidly to evolving situations on the ground and to take calculated risks allows us to assist those who are often off-limits to other donors.

At the core of EED's philosophy is the conviction that democracy cannot be imposed from the outside; sustainable and inclusive democratic transitions must originate from within. Therefore, our support is guided by the principle of fostering, not imposing, democracy. We facilitate local initiatives and empower local actors to lead the change in their own societies. EED provides direct financial support for a wide range of activities, including project implementation, material support, and operational costs. We also invest in capacity building through seminars, studies, conferences, publications, networking events, and training. Our geographic focus initially centered on the European Neighbourhood (including Eastern Partnership countries and the Middle East and North Africa region), but has since expanded to include the 'neighbours of EU neighbours' and other areas where democracy is under threat. We strive to be a gap-filler, supporting individuals and groups that may not qualify for assistance from existing EU instruments or other programs due to legal, administrative, or eligibility constraints. By doing so, we aim to contribute to the broader efforts of strengthening democratic values and institutions globally.
