The Texas Windstorm Insurance Association (TWIA) is a not-for-profit insurance association that has been serving coastal Texans since 1971. Created by the Texas Legislature, TWIA provides windstorm and hail insurance to home and commercial property owners who cannot obtain this coverage in the regular market due to the risk of catastrophic hurricanes along the Texas coast. The organization operates like a traditional insurance company by issuing policies, collecting premiums, and paying claims, but operates under Chapter 2210 of the Texas Insurance Code as an insurer of last resort.

TWIA serves property owners across 14 Texas coastal counties, currently managing approximately 252,433 policies in force with $4.3 billion in funding available for hurricane season. TWIA policies provide coverage specifically for property damage caused directly by wind and hail; they do not cover damage from flooding or storm surge. The association is governed by a nine-member Board of Directors appointed by the Commissioner of Insurance, with David Durden serving as General Manager. TWIA plays a critical role in enabling property ownership, mortgage lending, and real estate transactions along the Texas coast by ensuring access to essential windstorm coverage.
