Business Data Analyst III, Office of State and Community Energy Programs at Cogent Security LLC

Position Summary

The Business Data Analyst III (BDA III) will support the Department of Energy (DOE), Office of State

and Community Energy Programs (SCEP). SCEP administers a large portfolio of Federal financial

assistance across multiple program areas, including the Energy Efficiency and Conservation Block Grant

Program, Home Energy Rebates, the State Energy Program, the Weatherization Assistance Program, and

Schools and Nonprofits programs.

This is an office-wide position rather than a program-specific one. The BDA III provides data review,

analysis, and reporting in support of the management of SCEP’s portfolio, and is responsible for

extracting data from DOE systems of record, integrating it into usable databases, and turning it into

analysis that leadership and program teams can act on. The role carries a second, equally weighted

responsibility: building automated workflows across SCEP, both on top of the data the office already

holds and around SCEP’s recurring business processes and standard operating procedures. All work is

performed in an advisory and support capacity and does not include the performance of inherently

governmental functions.

Specific requirements and responsibilities include

Extract, reconcile, and integrate data from DOE systems of record, including PAGE, IDW, iPortal, and BART, and other DOE financial assistance, budget, and reporting systems. Build and maintain databases and data models that consolidate data drawn from multiple DOE systems into structured, queryable, and repeatable data sets suitable for analysis and reporting. Identify and resolve data gaps, exceptions, and quality issues across source systems, propose resolutions, and implement corrections and validation checks. Analyze trends across SCEP’s portfolio, including obligation and expenditure rates, award and project status, milestone and deliverable performance, and staffing and hiring, and communicate findings to leadership and program teams. Respond to data calls from DOE leadership, other Federal offices, and external oversight bodies, and develop repeatable methods so that recurring data calls can be answered consistently and quickly. Develop standard and ad hoc reports, dashboards, briefings, and infographics related to financial status, budgets, spend plans, and program performance. Establish and document data definitions, reporting processes, and data quality standards that hold consistent across SCEP program areas. Lead data efforts in system modernization projects, including synchronizing data across systems and establishing data reporting processes. Develop management-level reports, case studies, and recommendations regarding findings, trends, and analysis for SCEP’s portfolio and projects. Design, build, and maintain automated workflows that draw on SCEP data to replace manual data pulls, reconciliations, report production, and distribution. Identify opportunities to automate recurring SCEP business processes across the office, assess feasibility and effort, and prioritize work with program and front office stakeholders. Translate existing standard operating procedures into automated or semi-automated workflows, including intake and routing, review and approval tracking, status notification, recurring reporting, and records handling. Develop, document, and maintain SOPs for the databases, reports, and workflows the position builds, so that they are supportable and transferable and do not depend on a single individual. Train and support SCEP staff and program teams on the use of the databases, dashboards, and automated workflows the position delivers. Support the development of business and functional requirements for data and workflow tools. Manage multiple, highly sensitive or complex projects at the same time and work cross- functionally to resolve problems and implement changes.
