Project Monitor III, Home Energy Rebates at Cogent Security LLC
Position Location: 1000 Independence Ave SW, Washington D.C. 20585
Salary: $110,000 - $140,000
Work Environment: Remote
Travel Required: 10%
Position Summary:
The Project Monitor III will support the Department of Energy (DOE), Office of State and Community
Energy Programs (SCEP), Home Energy Rebates program. The Home Energy Rebates program delivers
formula funding to states and communities to lower household energy costs through whole-home
efficiency retrofits and electrification of appliances and equipment.
The Project Monitor III will support the HOMES or HEEHR federal teams by providing technical
expertise and execution for the full grant lifecycle and other programmatic support.
Specific requirements and responsibilities include:
recommending refined project requirements.
assurance review of their work products.
progress, deliverables, and milestones and communicating assessments to federal staff.
award terms and conditions are met.

- Lead project monitoring across a portfolio of grant awards throughout the full grant lifecycle.
- Perform technical evaluations and resolve complex compliance and technical issues,
- Serve as a senior technical resource and reviewer for Project Monitor I/II staff; provide quality
- Manage assigned federal financial assistance awards directly, including monitoring recipient
- Review recipient adjustment requests and advise federal staff on appropriate action, ensuring
- Oversee award closeout for assigned recipients, including final technical and financial reports and
- Prepare briefings, decision memos, and presentations for the Home Energy Rebates federal team.
- Maintain accurate and timely records in DOE systems.
